Justice SK Kaul: Prima Facie it is doubtful that whether a court can issue a mandamus or not. However the prayer is in pursuance to TSR Subramaniam committee report of 2014. Thus we issue notice
SC issues notice to Centre asking whether or not it intends to implement TSR Subramanian Committee recommendation for creation of independent All India Environment Services and create a high powered body for environment safeguards compliance in all projects at ground level.
Justices S K Kaul and M M Sundresh expressed doubt whether apex court could issue a mandamus for creation of a separate all India service but said an inquiry can be made whether the Centre intended to implement recommendations of the committee headed by ex-Cabinet Secretary.
