SC issues notice to Centre asking whether or not it intends to implement TSR Subramanian Committee recommendation for creation of independent All India Environment Services and create a high powered body for environment safeguards compliance in all projects at ground level.
Justices S K Kaul and M M Sundresh expressed doubt whether apex court could issue a mandamus for creation of a separate all India service but said an inquiry can be made whether the Centre intended to implement recommendations of the committee headed by ex-Cabinet Secretary.
