Delhi govt.allows home delivery of liquor for orders placed on app, website

On June 1, 2021, the Delhi government approved home delivery of Indian and foreign liquor for orders submitted via a mobile application or an online web site.

Home delivery of alcoholic beverages will be permitted only if the order was placed using a mobile app or an online web portal. There will be no deliveries to hostels, offices, or institutions.

Under the modified excise laws, home delivery of booze via mobile applications or websites would be permitted in the national capital territory (NCT).

The licensee, according to the notice, would only carry booze to customers' houses if orders were placed via an app or a website. The Confederation of Indian Alcoholic Beverage Companies (CIABC) has applauded the government's decision to allow liquor home delivery in the national capital.

"For a long time, this has been our persistent demand. We also asked the government last month to allow liquor delivery to homes in Delhi. Many states have already done this, and there has been no negative impact "Vinod Giri, Director General of the CIABC, stated Media.

Holders of an L-13 licence will be able to transport liquor to their residences, according to the Delhi Excise (Amendment) Rules, 2021, which were released in a gazette notification on June 1.

Such deliveries to households, however, will be permitted only if the purchase was placed using a mobile app or an online web portal. According to the letter, no deliveries would be made to hostels, offices, or institutions.

The Supreme Court instructed states in May 2020 to examine permitting home delivery of liquor after congestion was noticed outside alcohol stores after lockup limits were loosened.

Alcohol home delivery was permitted under earlier restrictions, although L-13 licence holders could only do so for orders made by email or fax.

The Bharatiya Janata Party (BJP) slammed the action, claiming that it demonstrates the "misplaced priorities of the Aam Aadmi Party administration." 

"While Delhi was hurting from the horrific second wave of Covid-19 over the last two months, the Delhi administration was busy negotiating with the liquor mafia to modify these restrictions," BJP spokesman Harish Khurana said.

"The Delhi government failed to supply people with oxygen on time, resulting in thousands of fatalities, and now it claims it would transport whiskey to their homes. It failed to supply oxygen cylinders to people's homes at the [pandemic] peak and now wants to supply alcohol," he added.
