Supreme Court tells former Mumbai Police Commissioner Parambir Singh

"This is the same police force that you headed. Now, the head of the police force has no trust in the police force, the administration has no trust in the police. This is a disturbing scenario" : Supreme Court tells former Mumbai Police Commissioner Parambir Singh.

Matter pertaining  to former Commissioner of Mumbai Param Bir Singh.

Puneet Bali, Sr.Adv: I am being targeted. The matter which was handed over to the CBI the State has tried to scuttle the proceedings of the CBI. The CBI says this is a matter of chain of events

Darius Khambatta, Sr.Adv for Maharashtra: The CBI only says one of these FIRs may have an over lapping effect. There are many other charges against him.

Court: Are you indicating that we have to look into it?

SG: The overlapping is so apparent! State is making our job difficult.

Order:
We are informed by State of Maharashtra that a WP filed to impede the role of CBI into the investigation has been successful.

An SLP has been filed against the order of the HC. Matter adjourned to 27th January.

Bali: Now what is happening is they have started departmental action against in the same cases where FIR has been registered

Court: This scenario is disturbing! The head of the police doesn’t have trust on the police. We are not going to pre empt.

Siddharth Dave, Sr.Adv: I am from the complainants, I have filed interventions.

Court: How are you concerned? You can’t create a doubt!

SG: My limited concern is I have been given a mandate. If they have taken any steps it will block my investigation. Whatever the State or any department does should be subject to the order of the court.

Court: We are hesitant to say anything at this stage.

Siddharth Bhatnagar, Sr.Adv: I am appearing in 7.1. This is rejection of anticipatory bail. Notice has not been issued. Please give a similar order

Order:
Counter if any be filed in 3 weeks. In the meantime the petitioner needs to co-operate with the investigation. Protection from arrest

On SC’s query to CBI whether it is willing to probe all cases against Param Bir, CBI likely to tell SC it is willing to take over only one case registered by Maharashtra police (Goregaon PS)  because it has an overlapping effect on a case registered by the CBI and is being probed


CBI will also make it clear to Justice S K Kaul bench  that it is not interested in taking over other enquiries and disciplinary  proceedings initiated against Param Bir by Maharashtra govt

SC extends Param Bir's protection from arrest but questions why he had no trust on same police force he once headed. Terms scenario "disturbing".
SG for CBI says state creating several stumbling blocks in its probe against Deshmukh which was sanctioned by SC.
