Attorney general K K Venugopal said to relieve SC of enormous workload, time has come to establish courts of appeals in four regions of the country between HCs and the SC. Courts of Appeals to hear petitions challenging HC judgments and that decision will be final, he said.
Litigants are suffering because cases have a lifespan of 30 years, 10 of which is in SC, the AG said. With SC hearing appeals against every HC decision, the apex court cannot call itself a constitutional court as it mostly does not decide constitutional issues, he said.
At the Constitution Day celebrations at Vigyan Bhawan, the AG said the continuance of present system of dispensing justice is more a violation of litigants right to speedy justice.Such a system cannot be allowed to continue, he said.
At the function law minister Kiran Rijiju said that law ministry has started online classes on Constitution to make citizens aware of their rights and duties.
Time has come for citizens to give importance to their fundamental duties as fundamental rights are always been ensured, the law minister said.
