Delhi Bus Gang Rape: Driver and Conductor Arrested After 16-Year-Old Allegedly Assaulted Inside Moving Sleeper Bus

NEW DELHI - Delhi Police arrested two men on Sunday in connection with the alleged gang rape of a 16-year-old Class 11 student inside a moving sleeper bus in the Kashmere Gate area of the national capital. The incident, which allegedly occurred on the night of August 4 and came to light on August 31, has triggered fresh outrage over the safety of women travelling alone in Delhi.

The arrested individuals have been identified as Kuldeep, the bus driver, and Sandeep, the bus conductor. Both were apprehended from a bus parking lot in Timarpur. The sleeper bus used in the crime has been seized and is currently undergoing forensic examination.

The victim, who cannot be named as she is a minor, is a Class 11 student from the Mainpuri district of Uttar Pradesh.

What Happened: The Sequence of Events

Delhi Police officials, detailing the sequence of events of August 4, said the student had left home without informing her family following a disagreement and was travelling to visit her cousin in Noida. Due to heavy rain and darkness during the journey, she mistakenly disembarked at Pari Chowk, far from her intended destination.

Stranded in the rain, the student sought help and signalled an empty sleeper bus to stop. The bus halted. The driver and conductor allowed her to board, telling her the bus was heading to Noida Sector-63.

Shortly after the bus began moving, the conductor made obscene advances toward the student. According to the victim's account to police, both the driver and the conductor subsequently raped her and threatened to kill her when she resisted.

The bus travelled approximately 47 kilometres, from Pari Chowk to the Kashmere Gate area during the ordeal. Being a sleeper bus with curtained interiors, the crime was concealed from passersby and other road users throughout the journey.

The student was abandoned on Ring Road near the Kashmere Gate bus terminal late at night. She subsequently contacted the Kashmere Gate police station and reported the entire incident.

Arrest and Forensic Investigation

Upon receiving the complaint, Delhi Police formed teams and traced the accused. Police arrested both Kuldeep and Sandeep from a bus parking lot in Timarpur.

Police sources stated that following the incident, the accused had taken the bus to a workshop in Surajpur for repairs after it suffered a mechanical breakdown. After the repairs were completed, the driver and conductor drove the empty bus back to Timarpur, where they were subsequently located and arrested.

The sleeper bus has been seized and sent for forensic examination. Further investigation is ongoing.

The case has been registered under Section 70(2) of the Bharatiya Nyaya Sanhita, which pertains to gang rape of a woman under the age of 18, along with provisions of the Protection of Children from Sexual Offences Act and Section 351(3) of the BNS pertaining to criminal intimidation.

Women's Safety on Delhi's Roads

The incident has drawn comparisons to previous crimes on Delhi's public transport and reignited debate about the safety of women, particularly those travelling alone at night in the capital.

Delhi has previously strengthened provisions for women's safety in public transport, including mandatory CCTV cameras on buses, GPS tracking, and emergency helplines. However, the nature of the alleged crime, committed on a sleeper bus with curtained interiors that concealed what was happening inside, raises questions about the adequacy of safety protocols for private operators and sleeper buses specifically.

The victim's courage in immediately approaching the police, despite having been threatened by the accused, is what enabled the case to be registered and both accused to be traced and arrested. Her complaint is the primary basis of the FIR.

Both Kuldeep and Sandeep are in police custody. A charge sheet is expected to be filed before the competent court within the statutory deadline under the POCSO Act. Under the Act, courts are required to endeavour to complete trials involving child victims within one year of the case being registered.
