New Delhi: The National Green Tribunal (NGT) has issued notices to respondents regarding the adverse impacts of Artificial Light At Night (ALAN) on flora, fauna, and human beings, emphasizing the need to address this growing environmental concern.
ALAN: NGT Raises Concerns Over Artificial Light Pollution and Environmental Impact
A coram comprising Chairperson Justice Prakash Shrivastava and Expert Member Dr. A. Senthil Vel heard the original application filed by the Panchtatva Foundation, raising critical concerns about light pollution.
The applicant argued that ALAN disrupts natural biological processes, negatively affecting human circadian rhythms, nocturnal wildlife behavior, plant physiology, and migratory species. To support these claims, the foundation cited numerous scientific publications, including “Missing the Dark: Health Effects of Light Pollution” from Environmental Health Perspectives and “The New World Atlas of Artificial Night Sky Brightness” from Science Advances.
Health and Wildlife at Risk: NGT Seeks Action on Artificial Light Pollution
The counsel for the applicant referenced previous relevant cases, including a July 2023 order in the Anil Mehta vs. State of Rajasthan case, where the Tribunal noted that light pollution requires detailed study. They also cited a recent case regarding flamingo deaths near DPS Lake in Navi Mumbai, Maharashtra, attributed to light pollution impairing the birds’ vision.
Notably, the counsel highlighted that India currently lacks a regulatory framework governing artificial light use, emphasizing the urgent need for consideration by competent authorities.
The Tribunal has directed that notices be served to all respondents, with the applicant required to file an affidavit of service at least one week before the next hearing. Additionally, respondents must submit responses via affidavit at least one week before the next hearing date. The matter is scheduled for its next hearing on April 17, 2025.
