Parliament Clears Bill For Regularization of Unauthorized Colonies in Delhi; Supports Extension of Protection From Sealing/ Demolition Till 2023

On February 9, 2021, the Lok Sabha passed the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2020 by voice vote.

The bill was introduced by Hardeep Singh Puri, seeking for extention of the time period given to the Government for regularization of unauthorized colonies which existed as on June 1, 2014, having 50% development as on January 1, 2015

The NCT of Delhi Laws (Special Provisions) Second Act, 2011 was set with objectives to achieve by December 2020 which are yet to be achieved thus making for the above mentioned extension. Some targets being :

  • Relocating slum dwellers and Jhuggi-Jhopri clusters in Delhi in accordance with the provisions of the Delhi Shelter Improvement Board Act, 2010 and the Master Plan for Delhi, 2021
  • Regularising unauthorised colonies in Delhi
  • Creating a policy or plan for farm houses constructed beyond permissible building limits in Delhi
  • Not taking any punitive action and minimising inconvenience to the people of Delhi in case of any demolition or sealing of structures under the Master Plan for Delhi.

The bill asks for extension dated from January 2021 to December 2023.

A 25 minute discussion in Lok Sabha on this said Arbitration Bill in which 4 speakers spoke for it, namely- BJP MPs Meenakshi Lekhi and Ramesh Bidhuri, YSRCP MP Chinta Anuradha and JD(U) MP Dr. Alok Kumar Suman 

The Delhi Government was criticized by MP Lekhi for not giving appropriate and sufficient facilities. 

Union Minister Hardeep Singh Puri replied saying all possible steps are being taken under the Prime Minister Awas Yojana.

The bill at present stands presented to the President for giving assent.
