Pakistan Extends Nationwide Austerity Drive Until June 13 as US Iran Talks Collapse

Pakistan's federal government has extended its nationwide austerity and fuel conservation measures until June 13, 2026, following the failure of the United States and Iran to reach a diplomatic agreement to end months of hostilities in West Asia. The decision, formalised through an official notification issued by the Cabinet Division on Monday, came after Prime Minister Shehbaz Sharif approved the extension on the recommendation of the Committee for Monitoring and Implementation of Fuel Conservation and Additional Austerity Measures.

The extension was triggered after U.S. President Donald Trump rejected Iran's latest proposal to end the conflict, calling it "totally unacceptable." The move effectively removed any near-term possibility of a diplomatic resolution that could have stabilised global oil markets and eased pressure on Pakistan's energy-dependent economy.

The Cabinet Secretariat's notification read: "In continuation of Cabinet Division's notifications of even number dated 9th and 14th March, 2026, the Prime Minister has been pleased to extend the applicability of the following additional austerity measures up till 13th June, 2026, with immediate effect." It further stated that "Measures in the case of which no period or end date has been specified, shall remain applicable till further orders."

The Origin of the Crisis: From Strait of Hormuz to Islamabad

The austerity plan was first announced by Prime Minister Shehbaz Sharif on March 9 in a televised address, shortly after the government raised petrol and diesel prices by 20%. Fuel prices in Pakistan had risen sharply after oil supplies were disrupted by the closure of the Strait of Hormuz, a major route for global oil and gas shipments. According to available data, Iran shut the strait in response to joint attacks by the United States and Israel that began on February 28 and ended on April 8 after a Pakistan-mediated ceasefire. Although the ceasefire was extended, the two sides have remained divided over proposals aimed at permanently ending the conflict, particularly on the issue of their respective blockades of Hormuz.

Pakistan relies on imports for more than 80 percent of its oil needs. Between July 2025 and February 2026, its oil imports totalled $10.71 billion, while the calendar year total in 2024 was more than $15 billion. This structural dependence on imported energy has made Pakistan particularly vulnerable to any disruption along key maritime supply routes.  Since the Middle East tensions began, Pakistan has three times raised petrol prices. The cumulative hikes amount to a 56 percent surge in fuel costs, the second-highest in the world, according to global fuel price tracking data. The financial pressure on ordinary citizens, transporters, and businesses has grown with each revision.

Islamabad hosted one round of direct talks between Iran and the United States on April 11, but the two sides failed to reach an agreement. The Strait of Hormuz and Iran's nuclear enrichment programme remain key sticking points in the negotiations. On April 21, U.S. President Donald Trump indefinitely extended the ceasefire beyond its two-week deadline to allow more time for negotiations with Tehran.

What the Austerity Package Mandates: A Legal and Administrative Overview

The measures currently in force carry the weight of formal government notifications issued under the authority of the Cabinet Division. They apply across all federal institutions including ministries, departments, autonomous bodies, state-owned enterprises, the legislature, defence organisations, and the judiciary. Under the notification, the government continues a 50 percent cut in fuel supply for official vehicles during the extended period. It has also decided to keep 60 percent of official vehicles off the roads as part of the ongoing cost-saving steps. Operational vehicles including ambulances and public buses are formally exempted from the fuel reduction mandate.

The austerity plan also includes a 25 percent salary cut for parliamentarians, while employees of state-owned enterprises and government-supervised institutions face reductions ranging from 5 to 30 percent. Government departments have also been directed to cut non-essential expenditure by 20 percent during the final quarter of the current fiscal year. The austerity package introduced a four-day workweek for government employees, with the banking sector and essential services exempted. Up to 50 percent of government employees were instructed to work from home on alternate days, except those serving in essential services. Other steps included mandatory economy-class travel for officials and replacing physical meetings with virtual ones.

Federal and provincial cabinet members were directed to forego their salaries and allowances for the duration, while ministers, parliamentarians and officials can make a foreign trip only for essential purposes and in economy class. The measures also placed restrictions on social gatherings, with weddings and parties capped at 200 guests and limited to one main dish.

The notification was signed by Waqas Ahmed Bajwa, Joint Secretary of the Cabinet. All previously notified austerity measures continue to apply, and any measures without a defined end date remain in effect until further government orders. Prime Minister Shehbaz Sharif has additionally directed the Intelligence Bureau to conduct independent third-party audits to monitor compliance with the austerity measures across government departments.

Pakistan's Diplomatic Role and the Road Ahead

Beyond managing its domestic energy crisis, Pakistan has taken on an active diplomatic role in the broader West Asia conflict. Islamabad hosted a round of direct talks between Iranian and American officials on April 11, but no breakthrough was achieved. Key disagreements reportedly persist over Iran's nuclear enrichment activities and the security of the Strait of Hormuz. The latest developments come at a time when the United Arab Emirates and Kuwait have reported drone incursions into their airspace, while a drone strike caused a minor fire aboard a commercial vessel near Qatar's coast, testing the ceasefire. These incidents have further unsettled regional energy markets and contributed to the continued uncertainty that underpins Islamabad's decision to maintain its austerity framework.

The sharp increase in petroleum prices has triggered a fresh wave of economic anxiety across Pakistan, with transporters raising fares, businesses warning of mounting operational costs, and ordinary citizens bracing for another inflationary shock in an economy already under severe strain. Targeted relief measures, including fuel subsidies for motorcyclists, farmers and transporters, have been extended to cushion the impact of rising fuel prices. President Asif Ali Zardari has also formally directed the use of all possible measures to reduce the burden of inflation on the general public.

With U.S.-Iran negotiations stalled, the Strait of Hormuz partially contested, and global oil prices remaining elevated, Pakistan's austerity framework, rooted in formal administrative law and Cabinet-level notifications is expected to remain in place well beyond its current June 13 deadline unless a definitive diplomatic resolution emerges in West Asia. The government has given no indication of rolling back the measures before that date.
