Pakistan Named Incoming Chair of IMF and World Bank Boards of Governors for 2027

Bangkok / Islamabad — Pakistan has been named the incoming chair of the Boards of Governors of the International Monetary Fund and the World Bank Group for 2027, marking the country's return to the position for the first time since 1953. The announcement was made by Pakistan's Ministry of Economic Affairs on Friday, during the plenary session of the 2026 World Bank Group-IMF Annual Meetings in Bangkok, Thailand.

Pakistan's Federal Minister for Economic Affairs, Ahad Khan Cheema, who also serves as the country's Governor to the World Bank Group, was formally announced as the incoming chair of the Boards of Governors of both institutions during the plenary session held in Bangkok. The 2026 annual meetings, running from October 12 to 18, brought together more than 15,000 participants from 191 countries, including central bank governors, economic policymakers and business leaders, for discussions on the global economy.

Following the plenary session, Cheema received a briefing from the World Bank Group's Corporate Secretariat on the responsibilities associated with the chairmanship. He also met separately with Carlos Carvallo Spalding, Governor of the Central Bank of Paraguay and the outgoing chair of the Boards of Governors, to discuss the responsibilities of the office and priorities for the year ahead.

In a ministry statement, Cheema reaffirmed Pakistan's intention to work closely with the World Bank Group, the IMF and other member countries to foster constructive dialogue and contribute to what the statement described as a more responsive multilateral development and financial system.

What the Chairmanship Involves

The Boards of Governors are formally the highest decision-making bodies of both the International Monetary Fund and the World Bank Group, with each member country represented by a Governor, typically the country's finance minister or central bank governor.

However, the chairmanship of the Boards of Governors is a position that rotates annually among member countries on a largely ceremonial and procedural basis, distinct from the day-to-day decision-making authority over lending programmes, which rests with each institution's Executive Board, composed of Executive Directors representing individual countries or constituencies of countries. The chair of the Boards of Governors presides over the institutions' annual meetings and related governance proceedings for the year of their tenure, but the position does not confer authority over individual country lending decisions, programme approvals, or policy conditions, which remain the function of the Executive Boards and professional staff of the two institutions.

Under the IMF's Articles of Agreement, the Board of Governors is described as the institution's highest authority, with powers including the admission of new members, changes in quota subscriptions, and amendments to the Articles themselves, while day-to-day operations, including loan approvals, are delegated to the Executive Board. The World Bank Group's constituent institutions, including the International Bank for Reconstruction and Development, operate under a comparable governance structure set out in their respective Articles of Agreement, with Governors meeting formally once a year at the Annual Meetings, where the rotating chairmanship is exercised.

Pakistan's Current IMF Engagement

Pakistan's elevation to the chairmanship comes as the country remains an active borrower under IMF-supported programmes. Pakistan has turned to the IMF more than 20 times since 1958. Its current engagement traces to a $3 billion Stand-By Arrangement approved in July 2023, followed by a 37-month Extended Fund Facility worth $7 billion approved on September 25, 2024, and a separate 28-month Resilience and Sustainability Facility worth approximately $1.4 billion, approved on May 9, 2025, aimed at strengthening the country's resilience to climate-related risks.

On October 7, 2026, days before the Bangkok meetings at which Cheema's chairmanship was announced, the IMF and Pakistan reached a staff-level agreement covering the fourth review of the Extended Fund Facility and the third review of the Resilience and Sustainability Facility, clearing the way for approximately $1.21 billion in additional financing, pending approval by the IMF's Executive Board.

The agreement would take total disbursements under the two arrangements to approximately $5.7 billion. The IMF's mission chief for Pakistan, Iva Petrova, stated that Pakistan had maintained macroeconomic stability despite external pressures linked to the Middle East conflict, noting that gross reserves had risen to approximately $21.5 billion by the end of September 2026, while the current account remained broadly balanced in fiscal year 2026, supported by strong remittance inflows. The Fund also flagged continuing areas of concern, including the need to phase out a fuel support scheme it described as costly and poorly targeted, and the need for further tariff adjustments and reduction of losses in the energy and gas sectors.

Pakistan previously held the chairmanship of the Boards of Governors of these institutions in 1953, in the early years following the country's independence and its original membership in the IMF and World Bank, both of which Pakistan joined in 1950. The 73-year gap between that chairmanship and the present one reflects the rotational nature of the position among the institutions' growing membership rather than any formal criteria tied to a country's economic standing, since the position rotates through the broader membership over time rather than being awarded on the basis of creditworthiness or economic performance.

While Pakistani officials and domestic media have characterised the chairmanship as a "historic milestone," financial governance experts note that the position, being procedural and rotational by design, does not alter Pakistan's underlying financial relationship with either institution, including the terms, conditionalities, or disbursement schedule of its existing IMF programmes, which continue to be governed separately through the ordinary review and Executive Board approval process.

The chairmanship's practical significance lies primarily in Pakistan presiding over the institutions' formal annual governance proceedings during its tenure year, rather than in any expanded financial or policymaking authority over the IMF's or World Bank's operations.
