Trump Says Canada Trade Deal Coming "Soon" as White House Eases Some Tariffs After Collins Request

Trump Says Canada Trade Deal Coming

Port Huron, Michigan: US President Donald Trump told a campaign rally in Port Huron, Michigan, on Sunday, October 25, 2026, that a trade agreement with Canada would be reached "pretty soon," as the White House separately eased some tariffs on Canadian goods following a request from Republican Senator Susan Collins of Maine. The remarks came nine days ahead of the November 3 US midterm elections.

Speaking at the rally in Port Huron, a Michigan town on the US-Canada border that has been significantly affected by the ongoing tariff dispute, Trump said of a prospective deal: "We'll have that settled pretty soon. They're willing to give us anything at this moment." Trump also repeated his longstanding position that higher tariffs on Canadian goods were necessary, accusing Canada of "ripping off the United States for years." He did not provide specific details on the terms or timeline of any prospective agreement.

Background: How the Dispute Escalated

Tensions between the US and Canada escalated sharply after trade talks between the two countries broke down in August 2026. Following the breakdown, the US imposed tariffs affecting approximately $20 billion worth of Canadian goods, ranging from hockey sticks to cement. Canada responded by imposing tariffs on an equivalent value of American products, prompting Trump to retaliate with a further round of levies of up to 50 percent on certain Canadian goods.

The dispute escalated further in late October 2026, after Ontario aired a television advertisement during the World Series featuring a speech by former US President Ronald Reagan criticising tariffs. Trump characterised the ad as a "serious misrepresentation of the facts" and a "hostile act," and announced a 10 percent increase in tariffs on Canadian imports in response.

The Senate Vote and Collins's Role

On October 29, 2026, the US Senate voted 50-46 to revoke Trump's authority to impose the tariffs on Canada, with four Republican senators, Susan Collins of Maine, Mitch McConnell of Kentucky, Lisa Murkowski of Alaska, and Rand Paul of Kentucky, joining Senate Democrats in supporting the resolution. The resolution's sponsor, Democratic Senator Tim Kaine of Virginia, argued that the tariffs could not be justified under the International Emergency Economic Powers Act (IEEPA), the statute Trump has relied upon to impose them.

Collins, whose state of Maine shares a border with Canada and has been disproportionately affected by the trade war, had separately and earlier requested that the White House ease some of the tariffs. The White House granted this request on Friday, October 23, 2026, removing some of the tariffs affecting Maine's border economy. Collins has previously criticised Trump's Canada tariffs on the Senate floor, stating there was a stronger case for tariffs on Mexico and China than on Canada, and disputing Trump's justification that the tariffs were needed to stop fentanyl flows across the northern border, noting that less than 1 percent of US fentanyl seizures occur along the Canada border.

Political Context: The Midterm Elections

Trump's Michigan rally was held to support Republican candidates ahead of the November 3 midterm elections, a day before early voting concluded in several key races. Michigan's border region around Port Huron voted for Trump by more than 66 percent in the 2024 presidential election, but its local economy, including the Detroit-based US auto industry, has been significantly affected by the tariff standoff with Canada.

Republican Congressman Mike Rogers, running in a closely contested race against Democratic rival Abdul El-Sayed, sought to distance himself from aspects of Trump's tariff policy at the rally, stating that "the automobile portion of these Canadian tariffs worries me a little bit," while crediting the tariffs for having secured manufacturing investments in Michigan from Chevrolet and Detroit Diesel.

Collins's own Senate seat in Maine is separately being targeted by Democrats in their effort to win control of the Senate from Republicans in the same November 3 midterm elections, adding a further political dimension to her public break with Trump over the Canada tariffs.

Trump's tariffs on Canadian goods have been imposed under the International Emergency Economic Powers Act (IEEPA), a statute that grants the President authority to regulate international commerce in response to a declared national emergency involving an unusual and extraordinary threat to US national security, foreign policy, or economy.

The Senate's October 29 resolution to revoke this tariff authority reflects the use of a statutory mechanism under IEEPA and related trade-emergency legislation that allows Congress to terminate a President's declared national emergency and associated economic powers through a joint resolution, though such a resolution requires passage by both the Senate and the House of Representatives, and can be subject to a presidential veto, which would in turn require a two-thirds majority in both chambers to override.
