Chhattisgarh: The Chhattisgarh High Court has dismissed a petition filed by a student pursuing two simultaneous academic programmes who sought modifications to examination timetables to avoid scheduling conflicts, ruling that such relief cannot be granted under writ jurisdiction.
Justice Arvind Kumar Verma delivered the judgment while dismissing the writ petition filed by Satyendra Prakash Suryawanshi against multiple educational institutions and the state government.
The court addressed WPC No. 3068 of 2025, where the 34-year-old petitioner from Bilaspur sought judicial intervention to resolve scheduling conflicts between his M.S.W. programme at Pt. Sundarlal Sharma (Open) University and his LL.B. (Part-III, 2nd Semester) at Atal Bihari Vajpayee Vishwavidyalaya.
Outlining his grievance, the petitioner argued that the overlapping examination schedules violated his constitutional rights, stating, “Article 21 of the Constitution of India is a basic fundamental right that protects the right to life and personal liberty, and any violation thereof is unconstitutional.”
He also contended that the UGC had issued revised guidelines allowing the simultaneous pursuit of two degrees and that the Chhattisgarh government had constituted a Task Force to implement the National Education Policy (NEP) 2020, directing state universities to adopt inclusive curricula.
Highlighting the conflict, the petitioner stated that “four subjects of the examination are scheduled on the same date and at the same time,” making it impossible for him to appear in both exams.
However, the court found no merit in the petition, ruling: “Taking into consideration the fact that the relief sought by the petitioner cannot be granted in the exercise of writ jurisdiction and that the petitioner has no locus to direct the respondent authorities to modify the final examination timetable.”
In its concluding order, the court held: “Accordingly, the petition, being devoid of any merit, is liable to be and is hereby dismissed.”
