High Court directs Centre, DMRC to consider plea for regulation of YULU- E Bikes plying on streets of Delhi

The Delhi High Court asked the Centre, Delhi Government, and Delhi Metro Rail Corporation to consider as representation a PIL seeking to regulate the use of 'Yulu Bikes' in Delhi. 

YULU bikes were launched in 2018 on rental basis. They are mainly e-bikes to provide mile connectivity to metro stations, they can be easily found in Delhi outside metro stations as well as can be rented online. 

The petitioner highlighted that these e-bikes are easily available to young kids, merely 13 years of age. Further, it was prayed that Yulu bikes be brought under the ambit of the Motor Vehicle Act (MV Act), 2005, and proper guidelines should be instructed for the same. 

The demerit of YULU bikes are as they can be very dangerous amidst fast moving traffic on busy roads. They may not be easily visible to bigger vehicles like trucks, buses. As these bikes are not regulated these rides are often found flouting road safety norms. 

The petition was filed by DPS Rajesh through Advocate Dishank Dhawan. The Division Bench of Chief Justice DN Patel and Justice Jyoti Singh directed the respondent to treat the plea as a representation and decide the same as per the applicable law. 

Last year, Delhi Police showed concern for children riding YULU- bikes without helmet after which a meeting was held with the company making YULU- bikes to increase safety measures for the same.
