New Delhi: In response to the increasing number of fires in the Capital, the Municipal Corporation of Delhi (MCD) issued an advisory on Thursday directing health facilities under its jurisdiction to implement several safety measures. These measures include inspecting fire-fighting equipment, conducting electrical load audits, and installing automatic sprinklers in ICUs to prevent and manage untoward incidents.
The MCD has issued similar directives to schools, community centers, multi-level parking lots, and zonal offices. Health facilities are required to prepare and submit a report on the actions taken by May 31.
Key measures outlined in the advisory include establishing a maintenance schedule for fire safety equipment, with monthly checks on fire extinguishers and quarterly tests of fire alarms and hydrants. Facilities are also instructed to install smoke detectors and fire alarms throughout their premises, particularly in patient rooms, hallways, and common areas.
Health facilities, including ICUs and operation theaters, must install automatic sprinkler systems and accessible hosepipes. Additionally, fire drills and evacuation drills must be conducted to ensure that staff, doctors, and patients are prepared to respond during an emergency.
The MCD has further directed that authorities ensure the annual renewal of the fire safety no-objection certificate from the fire department and prepare a comprehensive evacuation plan to be followed in the event of a fire.
These guidelines were issued following a public interest litigation (PIL) filed by Ms. Shweta, a dedicated social worker, through her advocate, Mr. Pradeep Sharma. The PIL highlighted the urgent need for enhanced fire safety measures in public institutions, citing recent incidents that underscored the potential hazards and risks to public safety. This legal action prompted the MCD to take immediate and comprehensive steps to address the deficiencies and ensure the safety of citizens.
