The National Consumer Disputes Redressal Commission starts an e-filing system for complaints from September 7, 2020. According to the Notification from the NCDRC, the electronic filing of the consumer cases will be done through an online portal- https://edaakhik.nic.in. The Portal was launched by the commission in accordance with Rule 8 of the Consumer Protection (Consumer Disputes Redressal Commission) Rules, 2020. The portal was launched at 4:00 P.M. on September 7th, 2020.
Rule 8 of Consumer Protection (Consumer Disputes Redressal Commission) Rules, 2020 states that: -
The electronic filing of the complaint in National Commission, State Commission and District Commission shall be effective from such date and for such category of cases as may be notified by the President of the National Commission from time to time.
The National Consumer Disputes Redressal Commission (NCDRC), India is a quasi-judicial commission in India that was set-up in the year 1988 under the Consumer Protection Act, 1986. The head office of this organization is in New Delhi. The commission has always been headed by a sitting or a retired judge of the Supreme Court of India. The first President of the commission was Honble Mr. Justice v. Balakrishna Eradi.
The current President of the commission is Honble Mr. Justice R.K. Agrawal, who is the successor of Honble Mr. Justice D.K. Jain. Section 21 of the Consumer Protection Act, 1986 says that the National Consumer shall have jurisdiction to entertain a plea valued more than one crore and also have the appellate and revisional jurisdiction from the orders of State Commission and District Commission as the case may be.
The e-filing system of the Commission is developed and maintained by the National Informatics Center, Ministry of Electronics & Information Technology (GOI).
The notice from the commission read:-In pursuance of Rule 8 of the Consumer Protection (Consumer Disputes Redressal Commission) Rule, 2020, Honble President, National Consumer Disputes Redressal Commission (NCDRC), hereby notifies that the 7th day of September 2020, as the effective date, to commence the electronic filing of consumer cases in the NCDRC, through the online portal https://edaakhil.nic.in

The District Commission, Andaman and Nicobar Islands does not accept consumer complaints in hard copies and insists on mandatory e-filing. E-filing is possible only through Advocates. Common man faces impossible in e-filing. So we are compelled not to ventilated our grievances. My questions are 1. Whether e-filing of complaint is mandatory? 2. Whether offline filing has been given a goodbye? Please clarify
