NEW DELHI: A Kerala-based Muslim journalist on Wednesday approached the Supreme Court, seeking a direction to Delhi, Uttar Pradesh and Rajasthan governments to ensure that there was no violence or hate speech during the VHP-Bajrang Dal rallies being organised on August 2 to protest against Nuh violence.
A special bench of Justices Sanjeev Khanna and S V Bhatti held the hearing upon an urgent mentioning and ordered the states of Delhi, UP and Haryana to ensure that there is a compliance of the top court's previous orders on preventing hate speech and violence against any community.
The court directed for use of videography and use of CCTV footages in such rallies.
"We have to ensure that the Rule of Law is maintained," the bench said, adding the policing is a part of state duties.
Senior advocate Chander Uday Singh argued for Abdullah, saying the protest rallies are being held in sensitive areas.
The court did not direct any stay on rallies and asked the three States to deploy additional forces wherever required and conduct videography of the rallies.
"We are not going this way or that way.law and order are policing issues which must be taken care of, the bench said.
Let them take action as per law so that there is no violence, hate speech, law and order issues.deploy additional police force and the CCTV cameras, the bench said.
The bench also said that there cannot be any quarrel that hate speeches vitiate the atmosphere.
The court asked Additional Solicitor General S V Raju, representing the Centre, to ensure there is compliance with the apex court earlier order passed in connection with incidents of hate speech.
The bench said the authorities are aware and they have to take action in terms of the courts order.
The plea claimed it has now come to the knowledge of the petitioner that in the aftermath of the unfortunate violence that broke out in Nuh and Gurgaon, Haryana that the Vishwa Hindu Parishad (VHP) is planning to conduct rallies in Delhi and Noida purportedly against the communal violence in Haryana.
The plea said the rallies are planned today at: a) Delhi-Haryana border; b) Noida (from Sector 21A to Rajnigandha Chowk), Uttar Pradesh; c) Manesar, Haryana; d) 23 localities in Delhi including Karol Bagh, Patel Nagar, Lajpat Nagar, Mayur Vihar, Mukherjee Nagar, Narela, Moti Nagar, Tilak Nagar, Nangloi, Ambedkar Nagar, Najafgarh etc..
The plea contended that in rallies organised by Bajrang Dal, which is the youth wing of VHP, on August 1 in Haryana and Delhi, participants shouted slogans calling for violence against Muslims.
