Tamil Nadu Waives Tuition Fee for Muslim Women, Launches New College and 10,000 Skill Training Slots

CHENNAI - The Tamil Nadu government announced one of the most comprehensive minority welfare packages in the state's recent legislative history on Thursday, covering undergraduate tuition fees, school scholarships, a new women's college, institutional loans, community infrastructure, and a four-year skill development programme. Minorities Welfare Minister A M Shahjahan made the announcements in the Legislative Assembly during the discussion on demand for grants for his department, under Chief Minister C Joseph Vijay's TVK-led coalition government.

The package is the first significant policy statement from the Minorities Welfare portfolio since Shahjahan assumed office in May 2026, marking the Indian Union Muslim League's first ministerial role in a Tamil Nadu state government. Taken together, the measures represent a multi-crore investment across education, employment, and institution-building for minority communities in the state.

Full Tuition Support for Muslim Women and Expanded School Scholarships

The most significant financial commitment in the package is the government's decision to bear the entire undergraduate tuition fee for Muslim women students admitted under the government quota. The scheme covers government colleges, government-aided institutions, and self-financing colleges, across arts, science, engineering, medicine, agriculture, and law programmes. An initial Rs 20 crore has been allocated.

The extension of the scheme to self-financing institutions is particularly noteworthy. A large proportion of professional degree seats in Tamil Nadu sit within the self-financing sector. By including government-quota seats in those institutions within the scheme's scope, the government has significantly widened the number of students who can benefit, beyond what a government-institutions-only policy would have reached.

At the school level, Shahjahan announced the expansion of an existing Waqf Board scholarship scheme. The scholarship, which was available to Muslim girl students from Classes 1 to 8, will now cover Classes 9 and 10 as well. Girls in the two additional classes will receive Rs 2,000 annually. A total of 41,384 schoolgirls are expected to benefit from the extension, with Rs 8.28 crore earmarked for the programme.

The timing of the Class 9 and 10 extension reflects a documented reality in minority education: dropout rates among girls tend to rise precisely at the stage when the scholarship previously stopped. By extending the financial support to cover those two years, the government is targeting the point in the school trajectory where intervention is most likely to keep girls enrolled through to the senior secondary level.

New Women's College, Waqf Board Building, and Community Halls Across Five Districts

A new Minorities Women's Arts and Science College is to be established in Chennai through the Tamil Nadu Waqf Board, with an initial provision of Rs 2.45 crore. The institution is intended to increase access to higher education for women from minority communities in the state capital, a city where the cost of living has historically limited out-of-state and lower-income students' ability to access quality education.

The government also announced the construction of a new Waqf Board administrative building at a cost of Rs 40 crore, and the establishment of community halls for minority communities in five districts: Cuddalore, Mayiladuthurai, Tenkasi, Thoothukudi, and Tiruvannamalai. The halls will be made available at subsidised rent for community gatherings, family functions, and public events.

On institutional financing, the package includes Rs 100 crore in interest-free loans for Muslim Waqf and Christian institutions to develop commercial complexes and marriage halls on their own land. The programme is designed to help these institutions generate sustainable income from existing land assets, reducing long-term dependence on external funding while creating community-facing infrastructure.

10,000 Minority Youth to Be Trained in Six Sectors Over Four Years

On employment, Shahjahan announced that 10,000 people from minority communities will receive free job-oriented training over the next four years through the Tamil Nadu Skill Development Corporation. The programme will train 2,500 individuals per year across six sectors, information technology, automobile, apparel designing, beauty and wellness, embroidery, and agriculture.

The selection of these sectors reflects both the current state of the job market in Tamil Nadu and the specific skills gap documented among minority youth entering the workforce. IT training addresses the state's growing technology services sector. Automobile and apparel designing address manufacturing-linked employment. Beauty and wellness and embroidery address self-employment and micro-entrepreneurship opportunities accessible without large capital investment.

The four-year horizon and the fixed annual target of 2,500 trainees give the programme a measurable structure, one that can be monitored against outcomes year by year rather than evaluated only at the end of its cycle.
