Punjab: The Punjab and Haryana High Court has refused to grant bail to Kapil @ Ninni, described as an "active member" of the Lawrence Bishnoi gang, in a murder case. The court emphasized the need for a strong judicial response to organized crime and extortion rackets.
Justice Harpreet Singh Brar, while dismissing the bail application, noted that the accused was allegedly involved in multiple criminal cases across Punjab, Haryana, and Delhi. The court expressed concern that granting bail could lead to a "strong likelihood of him returning to his offending and nefarious ways."
The case stems from a 2019 incident where the accused allegedly participated in a fatal shooting at a gym, resulting in one death and another person sustaining injuries. The court observed that such criminal activities create "chaos in society" and foster "an environment of fear and lawlessness."
Justice Brar highlighted the broader implications of unchecked gang activities, including rising violent crime rates and economic instability in affected communities. He stressed that the judiciary must ensure those engaging in such activities "face the full brunt of the law, sending a strong message that such criminality will not be tolerated."

The court also directed police to prepare a Threat Analysis Report to protect the complainant/witness, citing the high-risk nature of the case under the Witness Protection Scheme, 2018.
Expressing concern over the glorification of criminal behavior in popular media, the judge called for decisive action to dismantle extortion rackets and deter future criminal enterprises.
The bail application was dismissed on September 18, 2024, with the court emphasizing the need to safeguard public confidence and protect the foundations of a law-abiding society.
